Kovalchick Convention and Athletic Complex – Traffic Study
L.R. Kimball prepared a traffic study in support of the Kovalchick Convention and Athletic Complex (KCAC) that was being proposed by Indiana University of Pennsylvania. This facility provides numerous conference and meeting rooms, an 83,000 square-foot arena with support facilities and a 650-seat auditorium with general office space. The study involved developing unique trip generation based on site-specific data in conjunction with surveys conducted at various universities with similar facilities. The study included an analysis of sixteen intersections located within the study area to determine the mitigation measures required to accommodate the proposed site. Based on the results of the study, L.R. Kimball designed and secured a highway occupancy permit for a new signalized access drive that connects Pratt Drive to Wayne Avenue. Once the facility was constructed and in operation, L.R. Kimball also conducted a post-development study for the KCAC to compare the actual traffic conditions to those projected as part of the original traffic study and to ensure that no additional mitigation measures were required.
