Regional Solid Waste Plan Development
The County Commissioners of the Five-County Region encompassing Columbia, Montour, Lycoming, Union and Snyder Counties have initiated a comprehensive effort to create a Regional Solid Waste Plan that will meet the collective needs of the region.
Lycoming County intends to act as the lead agency for the development of the Regional Solid Waste Plan (the Plan). In addition, although not included in the Regional Solid Waste Plan study area, the Plan developers will coordinate with Northumberland County since they fall within the geographic limits of the area of concern.
The Regional Plan will comply with the requirements of Act 101 (the Pennsylvania Municipal Waste Planning, Recycling and Waste Reduction Act of 1988), and appropriate amendments to that Act. Specifically, the new Plan must comply with the plan review, comment and adoption/ratification procedures identified in the PADEP municipal waste regulations (25 PA Code, Sections 272.221-245).
The effort will be completed over an approximate 18-month schedule, so that the Plan will be ready for implementation by each County at the end of 2011.
