Transportation Services CONVENTION CENTER BOULEVARD Altoona, PA     This four-lane, controlled access highway is nearly one mile in length providing access to the Blair Convention Center and connecting Plank Road with Logan Boulevard (State Route 36). The hilly terrain of the site required that several steep earth cuts be made. Nearly 286,000 cubic yards of earth had to be excavated, with 80% of it used as fill within the project boundaries. Structures that were built include a single bridge over Brush Run near the Route 36 intersection and a soil-nail retaining wall, which was only the second of such projects built in Pennsylvania.
