Kimball Receives Wetland and Endangered Species Mitigation Proposals
for Hampton Roads Executive Airport, Virginia

& Associates’ Transportation Division
airport engineers and natural resource specialists received three
proposals for Contract No. 2008-01 “Acquisition of Wetland Banking
Credits for Wetland and Wildlife Habitat Impacts Associated with the
Rehabilitate Runway 10-29 Project,” for Kimball’s client, Virginia
Aviation Associates LLC, at the Hampton Roads Executive Airport (HREA)
in Chesapeake, VA. The following is a list of the proposers:

Environmental Banc &
Exchange, LLC (Compaz Tract, HRMB)
-
Great Dismal Swamp RestorationBank, LLC (Edge Farm, Cartwright
Farm)

Ecosystem Investment Partners, LLC on behalf of GDS, LLC (Dover
Farm)
The proposals are undergoing review and
evaluation by Kimball Airport and Natural Resource staff to
determine if wetland and Virginia State endangered species
(canebrake rattlesnake) mitigation efforts provided in the proposals
will satisfy applicable agency requirements for mitigation of
impacts associated with the runway expansion project at HREA. A
single proposal or combination of proposals may be chosen to serve
as “banking” instruments for the purchase of mitigation credits to
offset construction impacts.
A
proposal award meeting will be held on April 10, 2008, at
HREA to review the evaluated proposals and select the best option
for the needs of Kimball’s client (Virginia Aviation Associates,
LLC), and the needs of applicable regulatory and resource agencies,
wetlands, and wildlife species.
