We have an
immediate opportunity for a talented business development
representative to lead and assist efforts for continued business
growth within federal markets. This position will coordinate with
multiple operating groups to increase federal business in identified
technical fields in the Washington DC and Beltway Region.
Overview of
Responsibilities:

Execute sales for identified federal market segments.

Develop new sales leads and leverage network for new clients.

Maintain current status of sales opportunities.
-
Meet
and achieve sales goals, to include scheduling and leading sales
meetings and activities.

Develop qualified project leads through personal contact,
conferences, and market analysis.
-
Coordinate presentations and proposal development.
-
Prepare and provide quality assurance and quality control for
major proposals.
-
Attend and participate in corporate/division sales and planning
meetings.
-
Represent our firm at selected conferences.
Qualifications:
Bachelor’s degree in a
related field and/or at least ten years of direct experience in the
development of federal business is required. The candidate must have
a proven track record of generating their own sales opportunities.
Experience in marketing and proposal coordination leadership is
preferred. The candidate must also possess an established network of
contacts within Federal government agencies and with contractors
performing work for the federal government. Special focus will be
placed on large integrators within the federal government (i.e.
Lockheed Martin, Northrop Grumman, Boeing, General Dynamics, SAIC,
BAH, etc).
The successful
candidate must have at least five years of experience in preparing
and executing sales and market strategies. Experience in
telecommunications related consulting services, facility design,
civil works (land development, water, sewer), environmental,
transportation (highway, bridge, airfield (vertical and horizontal),
geospatial information systems (GIS) is highly desired.

Program Manager
Various office locations available
We have an immediate need for an experienced Program Manager to
manage larger, complex, high-profile federal projects as well as
high-priority, multi-disciplined client programs. This
position will assist senior staff in the development and enhancement
of corporate and divisional project management standards and support
corporate federal marketing initiatives. This position will be
based out of our corporate headquarters in Ebensburg, PA. We
will consider placing the successful candidate in one of our
regional offices as well.
The successful candidate will possess a bachelor’s degree in
architecture, engineering or a related field; master’s degree
preferred; professional license in related technical field and/or
PMP certification; ten years of experience in related technical
field including experience with multiple delivery systems and
federal and major state agency procurement standards and practices.
In addition, candidates must have a basic understanding of contract
law as it applies to the construction industry; significant
understanding of standard construction industry forms, including
American Institute of Architects and Engineers Joint Contract
Documents Committee forms of construction, professional service, and
sub-consultant contracts; significant understanding of Brooks Act
procurement processes for acquisition of professional services, as
well as related federal contract terms and conditions.
Specific responsibilities include:

Coordinating project resources to meet client needs
-
Establish a project plan and project schedule between client,
division resource managers, company technical and project
personnel, and subcontractors (if applicable)

Prepare program and project schedules in Microsoft Project or
other client-required or division-required software
-
Complete corporate budget forms for project bookings (117s)
-
Prepare and input monthly backlog projections and resource
loading into the BST financial system
-
Review and assure completion of accounting functions to include
billing, revenue reports/adjustments, accounts receivables, work
in progress and project closeouts
-
Oversee financial reporting for all projects assigned to
position
-
Lead regularly-scheduled project meetings
-
Act as the company’s primary point of contact for the client
-
Coordinate project resources through the corporate program
management team
-
Coordinate project deliverables
-
Ensure that project related files, documents and correspondence
are properly filed on the assigned project server
-
Coordinate the development of reports, analyses and project
presentations
-
Supervise project team leaders and task managers on
project-related activities
-
Organize and transfer project files to company archives after
project completion.
-
Ensure project delivery processes and procedures are followed
(including technical standards, client and division-specific and
sub-consultant QA/QC procedures and guidelines, project
closeout)

Meet defined project budget goals, schedule and deliverables
-
Deliver projects within client budgets
-
Ensure the client’s satisfaction with our work

Establish a project communication system to communicate project
requirements and information adequately across all interested
divisions, sub-consultants and client and/or their
representatives

Chair regularly scheduled project staff meetings and regularly
schedule project progress meetings with client

Provide technical leadership for interdivisional project
pre-proposal meetings

Provide technical leadership for interdivisional proposals

Assist with staff issues
