Wired and Wireless Network Design

Pennsylvania Emergency Management Agency (PEMA)

L.R. Kimball developed a statewide wireless 9-1-1 deployment plan and helped to create the PEMA Wireless 9-1-1 Program Office. The program office administers wireless surcharge funds and oversees cost reimbursements to public safety answering points (PSAPs) and wireless carriers in Pennsylvania.

In addition, the firm identified resources to develop the best methodology to serve the Commonwealth’s residents and provided assistance in the following areas:

  • Deployment readiness assessment for wireless 9-1-1
  • Monthly regional PSAP meetings
  • Deployment coordination
  • PSAP assistance

State of Pennsylvania
Office of Public Safety Radio Services (OPRS)

L.R. Kimball was selected to develop the state’s primary grant application in anticipation of the National Telecommunications and Information Administration broadband fund distribution. Other responsibilities included an independent review of broadband needs and plans for the departments of Education, Veterans Affairs and Military and Community Development. The firm also provided technical, regulatory, research and consultative support related to securing broadband funding as necessary.

West Virginia Broadband Development Council

L.R. Kimball was selected to support the design, engineering, program management and implementation of broadband infrastructure to underserved areas across the state. The firm will serve as the single point of contact and program manager for the state’s entire broadband initiative over a two-year period. An initial task in this contract included the development and submission of a grant application for a statewide middle-mile fiber / microwave network designed to bring points of presence to underserved areas and connectivity to community anchor intuitions. L.R. Kimball staff developed the design of the network and associated costing, designed a sustainability plan and required aspects of the grant application, and assisted with filing the application on behalf of the state.

State of New Jersey

L.R. Kimball supported the State of New Jersey Office of Information Technology (OIT) and their operating partner NJEdge.net in their Broadband Technology Opportunities Program (BTOP) grant submission as part of the American Recovery and Reinvestment Act. Working with OIT, NJEdge.net and a committee of stakeholders, a state-level broadband strategy was quickly developed and a conceptual design was aligned with this strategy. In addition, the firm facilitated the documentation of the design and costs of a high-capacity fiber backbone touching key community anchor institutions and underserved areas in all 21 counties in the state.

Wildlife Hazard Assessment

L.R. Kimball is currently conducting wildlife hazard assessments on two (2) airports, which include monthly surveys, as well as quarterly surveys. The monthly surveys consist of time counts and runway crossing counts at established observation points within the Aircraft Operations Area (AOA) to document wildlife activity on-site, as well as time counts of wildlife activity at established observation points that are outside of the AOA but within the regular flight paths of the airports.
