Homeland Defense Communications System Design
L.R. Kimball has partnered with the U.S. Army ARDEC on Project National Shield (PNS). This program addresses the need of the Army to meet its civil support mission and provide critical components of homeland defense. PNS focuses on the Department of Defense’s ability to interact with multiple jurisdictions, and partners with state and local emergency responders to develop enhanced capabilities and technologies.

Regional Integrated Command Center (RICC)
Region 13 Counter-Terror Task Force
Southwestern Pennsylvania
L.R. Kimball designed and implemented an internet-protocol-decentralized, next generation wide area network serving the U.S. Department of Defense (DoD), and state and local first-responder agencies. The RICC Network is a self-healing, redundant data network connecting Region 13 using multi-protocol label switching technology.
The RICC Network provides command and control functionalities such as resource tracking and incident updates by emergency operations staff, creating a common operating picture of incidents as they unfold.

Northern Ohio Integrated Command Operations Program (NOICOP)
Toledo Area
L.R. Kimball designed and implemented a redundant, self-healing, first-responder network that enhances communications and training, increases situational awareness, and improves interoperability and coordination for the Northern Ohio region.
NOICOP contributes to the security of the region by providing near-instant linkages between response agencies at all levels of government, reliable communications during emergency or crisis conditions, and physical and encryption security features that ensure protection of sensitive communications.

Hospital Emergency Planning Initiative (HEPI)
South Central Pennsylvania
L.R. Kimball developed a dedicated, networked application that transmits real-time incident site information and delivers command and control, situational awareness, mass communication and near real-time data exchange between the U.S. Department of Defense (DoD) and local civilian emergency response agencies.
The HEPI network establishes interoperable communications between local first responders and public health systems to enhance rapid and organized response in the event of a terrorist attack or natural disaster.

Wyoming Valley Integrated Command Operations
Northeastern Pennsylvania
L.R. Kimball is designing a system for Wyoming Valley that will include a network for event receipt, data collection and transfer, and rapid first response. The Wyoming Valley ICOP will promote the sharing of vital information between county and national command and control agencies.
